Implementation Plan of Directive № 4 to be Developed by Late January

Plan to implement Directive № 4 "On the development of entrepreneurship and stimulating business activity in Belarus" hasn't been ready yet, said Deputy Economy Minister Andrei Tur. "The draft project must be submitted to the government until February 1, 2011. Real hard work is underway now," he said at the meeting with reporters on January 18. 

An expert group is working with the Ministry of Economy to prepare the necessary arrangements; it is composed of representatives of business organizations. «They are currently discussing and preparing proposals for the implementation of this directive,» BelTA quoted Andrei Tur.

According to him, all the proposals come in  compliance with the specially developed forms and will be reviewed by lawyers to meet the legal norms. The timing and those, responsible for enforcement activities, are also decided on. «The events determine what to change, to repeal in the legislation in order to implement the directive,» the Deputy Minister said.

As Telegraf previously reported, Directive № 4 «On the development of entrepreneurship and stimulating business activity in Belarus» was signed by President Alexander Lukashenko on December 31, 2010. The document aims at «further liberalization of the economy, the liberation of business initiative and creativity of citizens.»

In addition, Deputy Minister of Economy Andrei Tur said on January 4 that Directive № 4 was a «political document, defining the strategic objective and steps of its implementation.»

Visible effect of this document can be expected within a year and a half, according to Vladimir Nesmashni, the director of «Elayns Group» law firm.

However, according to the head of the Council of the Republic National Assembly of Belarus Anatoli Rubinov, Directive № 4 is «a very serious document,» as «marks a new stage in the development of the state.»
