China Allocates $43 million to Belarus for "Small and Beautiful Projects"
China will provide Belarus with technical and economic assistance amounting to 300 million yuan (equivalent to $43 million at the current exchange rate). The corresponding intergovernmental agreement was signed in Minsk on 9 December 2025.
According to the text of the document, which was published on the National Legal Internet Portal on 20 January, the funds will be allocated by the China Development Bank and transferred to a special account at Belarusbank. The account will be interest-free and commission-free, meaning this is not another loan requiring annual interest payments.
The banks will be required to report on the use of the allocated funds to the governments of both countries, and Belarus will be able to spend this money on projects approved by the authorities of China and Belarus. Specifically, the document mentions «small and beautiful projects» — short-term initiatives with modest funding volumes and a «social focus.»
The specific list of projects on which the allocated funds are to be spent is not outlined in the agreement. All projects funded from this source are to be approved through separate intergovernmental agreements.

Last autumn, a delegation from China, led by Li Xi, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Secretary of the Central Commission for Discipline Inspection, paid an official visit to Belarus.
