The Council of Ministers Increased the Cost of Crossing Belarus' Border by 78%

The government has raised the fee for registering in the electronic queue at the Belarusian border. From 1 January 2026, drivers of passenger cars will have to pay 78% more to enter vehicle checkpoints, while lorry and bus drivers will pay 60% more than at present.

The cost of registration in the electronic vehicle queue system at the Belarusian border is tied to the base value rate. In 2026, this rate was increased by 7% – from 42 to 45 Belarusian rubles. However, the increase in the registration fee for the electronic queue is not solely due to the rise in the base value. The government has also raised the tariff itself.

The new rates are outlined in Decree No. 782 of the Council of Ministers of Belarus, dated 29 December 2025, which was published today on the National Legal Internet Portal.

According to the decree, from 1 January, registering each lorry or bus in the electronic queue system at the Belarusian border will cost not 1 base value, but 1.5 base values. This means instead of the current 42 rubles, the fee will be 67.5 rubles – a 60% increase on the current tariff.

Drivers of passenger cars and motorcycles will have to pay 0.5 of the base value next year instead of the current 0.3. Converted to rubles, this is 22.5 rubles instead of the current 12.6 rubles, representing a 78% rise.

The government has reintroduced a paid reservation option for the border queue, though one will have to fork out a considerable sum for it. If you wish to secure a specific date for entry at a vehicle checkpoint, you will have to pay an additional 15.5 base values, i.e., 697.5 rubles. This option is provided only to individuals in passenger cars, with a significant restriction: it will be unavailable to those using their vehicle for the international carriage of goods or passengers.

Furthermore, the number of vehicles that can book a slot for a specific date will be limited. Exact limits for each checkpoint will be determined by the operator of the electronic queue system (i.e., RUE «Beltamozhservis»), in coordination with the State Border Committee and the State Customs Committee – «taking into account the throughput capacity and other specifics of border crossing» at each individual checkpoint.

It is worth recalling that Belstat recently conducted a survey of Belarusians and foreigners at checkpoints on the Belarus-EU border. For this, everyone was invited to voluntarily complete questionnaires. The overwhelming majority – over 80% – agreed to fill them out. The result was clear statistics on the most common purposes of trips abroad for Belarusians and, conversely, of foreigners to Belarus.
