Plus 5,000 Cars. Belarusians Granted Increased Quota for Duty-Free Electric Vehicle Imports

The Eurasian Intergovernmental Council has approved the quotas for duty-free imports of electric vehicles for member states of the Eurasian Economic Union (EAEU) for the coming year. Belarus has been permitted to import 5,000 more cars without paying customs duties in 2026 than this year.

According to information from the press service of the Eurasian Economic Commission (EEC), Belarus is allowed to import up to 20,000 «pure electric vehicles» duty-free in 2026. This year’s quota was smaller—only 15,000 vehicles—and Belarusians had fully utilised it as early as September.

For Armenia and Kyrgyzstan, the quota has been set at 15,000 vehicles. However, besides «pure electric vehicles,» the concession has also been extended to «series hybrid» vehicles, which do not qualify for the concession in Belarus.

The EEC emphasised that, as this year, only citizens permanently residing in Armenia, Belarus, and Kyrgyzstan can count on the concession. It is prohibited for Belarusians to import electric vehicles under the concession scheme for Russians or Kazakhs. That is, it is forbidden to transfer the rights of ownership, use, or disposal of the electric vehicles to citizens of Kazakhstan and Russia, upon whom the concessions do not apply. In turn, Belarusians are, by law, not allowed to purchase series hybrids imported by Armenians or Kyrgyz under the concession scheme.

EEC Trade Minister Andrei Slepnev expressed hope that the extension of the concession for electric vehicles will contribute to increasing the share of environmentally friendly transport within the EAEU. According to him, this «measure of customs and tariff regulation» has already demonstrated a «positive effect» in previous years.

Earlier, Telegraf.news reported that Belarusians have had their concessions on value-added tax (VAT) and investment tax deductions extended—they will remain in effect for at least another three years. Simultaneously, electric vehicle drivers in Belarus will lose one road concession from next year, which they had been able to use daily.
