Belarusian Prime Minister Aliaksandr Turchen addressed the delegates of the All-Belarusian People’s Assembly (ABPA), where he outlined the government’s plans for the next 5 years. It’s hard to say whether he will still be Prime Minister by 2030, but the Council of Ministers will now have to fulfill these promises anyway. Here are the key ones.

Live Longer

According to Aliaksandr Turchen, the average life expectancy of Belarusians should increase to 76.5 years over the next 5 years.

Recall that according to Belstat data, in 2025 the average life expectancy in the country was 74.7 years. However, looking at gender, the figures for men are less optimistic—69.3 years, while for women it’s 79.8 years.

Build 5 Million Sq. Meters of Housing. But There’s a Nuance

Regarding the construction of apartments for Belarusians, the government has a clear shift in priorities for the upcoming five-year period. The Prime Minister promised to build 5 million square meters of housing. But one third of it will be rental housing, not property for Belarusians.

The main goal of this large-scale construction is to bring residents back to or keep them in the regions.

Renovate Sanatoriums

Regarding the economy, besides GDP and export growth, the Prime Minister promised that the authorities plan a large-scale renovation of hotels and sanatoriums to develop tourism.

«It is important to put hotels and sanatoriums in order,» Turchen stated at the ABPA, clarifying that they want to spend 1 billion rubles on these goals. All so that by the end of the next five-year period, tourism’s share of GDP grows to 4.5%.

Paved Roads

According to Aliaksandr Turchen, the Council of Ministers wants to improve the surface of all roads from district centers to agro-towns. In total, the development program includes the construction and major repair of at least 25,000 km of republican and local roads.

GDP

Well, we can’t forget about GDP. According to the head of government, the plan—with an allowance for «geopolitical instability»—is for the Belarusian economy to grow by 3% each year, aiming for a total increase of +15.8% over the five-year period.

Aliaksandr Turchen reminded that during the outgoing five-year period from 2020 to 2025, GDP growth was only 7%.

7 Priorities

In fact, the head of government immediately outlined seven priorities for his work:

  • First — preserving the population, strengthening health, and supporting families.

  • Second — quality education, upbringing of a «harmonious and patriotic personality».

  • Third — creating a quality and comfortable living environment.

  • Fourth — increasing competitiveness, accelerating technological development, and digital transformation.

  • Fifth — strong regions.

  • Sixth — strengthening the state’s defense capability.

  • Seventh — realizing tourism potential.
